Like Filipino elections: Efren Peñaflorida’s rigged “win”

After a stressful day at work the way I relax my mind is to go on Facebook to catch up with friends and see what they have been up to since the last time I logged in. So after an extra hectic day today, I got into comfortable clothes, turned the heat up to a comfortable temperature, poured myself a glass of juice, settled in front of the computer and logged on to Facebook.

The website opened up with a list of most recent updates my friends have made and I noticed that a lot of them have posted something along the lines of “Congratulations to Efren Peñaflorida, CNN Hero of the Year!” and “I am proud to have voted for you.” Once again, I had to shake my head in disappointment about the highly predictable reaction of the common Filipino.

Memories of other on-line voting “triumphs” came back to mind. One was that of Jasmine Trias of the reality show American Idol whom Filipinos rallied behind like a pack of rabid dogs using all the phones they could get their hands on. The same thing went for Brooke Burke in Dancing with the Stars. Heck, even the Chocolate Hills (which is really nothing compared to other wonders of the world) was not spared from this on-line/phone voting frenzy that Filipinos wet their pants in excitement about.

So I replied to one of those who posted about Mr. Peñaflorida and I pointed this out:

There really is nothing to be so proud about in Efren Peñaflorida’s so-called victory.

Let me explain. The nature of his “win” is rooted in a system called “on-line voting”. On-line voting involves people logging on to a website to cast their votes which are then tallied by the system running behind that website. Usually IP addresses and/or cookies are used to uniquely identify individual votes captured by the system in order to avoid duplicates. It is easy to get around this. All you have to do is reconnect your modem/router and clear your cache, then you can cast your vote again. There are many other ways for people to game on-line voting systems to vote multiple times, but this blog is not about the fine technical points of such activities.

To understand the significance of the loopholes of the sort of on-line voting system that catapulted Peñaflorida to world renown, consider the recent activity I monitored in the various mailing lists on various subjects that I am a member of. Some of these mailing lists are of Filipino groups and some are primarily American. In the Filipino groups, we were always bombarded by messages to vote for Mr. Peñaflorida and to forward it to all our friends. Some schlemiels even forwarded it to all their friends and back to the group. In contrast to all this, the American mailing lists were all discussing topics consistent with the purpose of their group and not once did I get an email soliciting a vote for Americans who were also part of the CNN Heroes contest.

I explained these points to the poster on Facebook and she basically said that Efren won because Filipinos wanted him to win. I replied that that is exactly where the problem lies. He won because Filipinos wanted him to win and not because he really was the best among the contestants. Yes, Mr. Peñaflorida did good. Yes, he should be happy that he won, got recognition and harvested a big chunk of money as well. But Filipinos should not be trumpeting about how proud they are of his “victory” because the way it was “achieved” was through a system which yields results that are best taken with a grain of salt. Maybe the CNN Heroes organizers do not realize it, but Filipinos in the Internet and cel-phone age have developed a propensity to get into what we call voting frenzies. Too many people who just have too much time on their hands keep going on line, voting and soliciting the heck out of everyone to jump right into the voting horde just so some Filipino can win and quench their compatriots’ thirst for the next “hero” to latch on to.

My explanation further inflamed the Pinay poster and she continued to defend Peñaflorida. What she and many typical Filipinos don’t understand is that it is not Peñaflorida specifically that was being criticized here. I acknowledge that he did a lot of great things and got funding (even a windfall if you count this latest one) for them. The criticism actually goes to the Filipinos in general (and maybe even Efren himself) who start tooting their own horns once things like this happen even if we all know deep inside that there was a lot of excess effort put behind his “win” compared to those of the other candidates.

Efren Peñaflorida’s “victory” did not prove that Filipinos are a cut above the rest. It was merely a recognition at most for what he has done above and beyond what a common man would do. What his “win” has proven though, is that:

1. Filipinos have a lot more time on their hands
2. Filipinos will exert more effort to win on-line or phone voting polls in order to create a new “hero” to worship than other nationalties
3. Filipinos will trumpet the “victory” of a person (or even a bunch of hills) even if what caused the win is a highly flawed system
4. Filipinos will get defensive and angry if you point out the realities behind the “victory” and resort to emotionalism
5. Filipinos need to get real and work on attaining real victories instead of virtual ones

As long as Filipinos keep on doing what they’re doing, what keeps happening to them will keep happening.

    Saturday, 05 December 2009 00:00 benign0 .The recent AntiPinoy.com article Like Filipino elections: Efren Peñaflorida’s rigged “win” certainly touched a lot of raw nerves in recent days. The article, as its title implies, explores certain disturbing aspects around the way this year’s CNN Hero of the Year, Efren Peñaflorida, earned international recognition. Much of the rawness of the nerves touched involved outrage over what is perceived to be the article’s undermining of Penaflorida’s “achievement”. The outrage in the comments (which as of this writing number close to seven hundred!), stems from a rather shallow understanding of the fundamental nature of Peñaflorida’s “CNN Hero of the Year” title that Filipinos now celebrate.

    In the minds of many Filipinos, in other words, earning the title of CNN Hero of the Year, makes Peñaflorida special. Indeed he is “special” in the context of the Philippine setting where “heroic” deeds that mitigate systemic societal dysfunction are prized. But this flavour of specialness seems to have been confused with the notion of being special relative to the others “heroes” he competed with for the CNN title.

    Efren Peñaflorida won the title against the other candidates for the CNN title not because of the merit of his achievements relative to the other competing entries. He won it largely because he happened to be Filipino in a contest whose winner was determined by an on-line vote not much different from the sort used in reality television shows. And as it happens, there was an entire organised campaign within Filipino communities all over the world to vote for Peñaflorida on the basis of his being a Filipino. Indeed, as the title of the article from which the following excerpt is quoted, Pinoys online deliver victory for Pinoy CNN Hero:

    One best strategy that contributed significant votes to Efren is the so-called “marathon voting”. Like a Holiday sale where more consumers are enticed to shop for cheaper merchandises, marathon voting is a process where online users encourage their colleagues to vote up to the last minute.

    Definitely Filipino (DF), an online organization with more than 380,000 Facebook fans, religiously campaigned for Efren. In fact, the organization used the schedule feature of Facebook to create the “24-Hour Voting Marathon for Efren Peñaflorida” during the last day of voting. The same platform indicated time differences from around the world for the online users to beat the deadline for voting.

    It seems the Filipino on-line voter, as evident in the above report, is now a cyber-force to reckon with. But it begs the question as to what then defines a “winner” in these on-line contests — considering it is now known that candidates of certain nationalities have the benefit of a horde-like army of on-line voters waiting to unleash “24-hour Voting Marathons” upon the unsuspecting competition — a voting machine that votes on the basis of ethnicity. That “international recognition” seen to be part of being CNN Hero of the Year, it turns out, is a title bestowed on Peñaflorida primarily by his own compatriots and not by an evenly-represented multi-national electoral body. Indeed, it is doubtful that those who rose to the call to “support” a compatriot and voted for Peñaflorida in response to these campaigns even considered the merits of the other candidates he was competing with for the title. There was no evaluation as to whether Peñaflorida deserved the title considering the achievements of the other competing candidates.

    Beyond how Peñaflorida earned his title, the bigger question is why Filipinos (1) so desperately seek heroes and (2) so quickly look to the achievements of heroes as sources of “Filipino pride”. Perhaps it is because we need to compensate for the larger failure of the collective to deliver more substantial bases for that pride in being Filipino that continues to elude us.

    Blogger Ben Kritz earlier suggested that rather than us being proud because of [Filipino champion boxer] Manny Pacquiao, we should simply be proud of him. In the same way let us not devalue Efren Peñaflorida’s achievements by making him a poster boy. Instead, let us see his achievements as a reminder of how little we Filipinos actually have to be proud of in ourselves as a people.

  3. @Benigno: That was the system allowed by CNN. Pinoys were just playing the game. If you want something fair then tell that to them. Pinoys merely adapted to the system. It would have been another story if this was not allowed.

    Mr. JP, the voting system made available by CNN was never designed with Da Pinoy Condition in mind in the same way that other systems that are based on trust and honour that are successfully implemented in advanced societies have very loose controls.

    For example, you need formidable physical barriers to prevent pedestrians in many parts of Manila from crossing streets in the wrong places and to deter cars and buses from swerving in and out of lanes. Compare that to cities in most advanced countries where everyone follows road markings and directional signage in their day-to-day use of their city streets.

    Not surprisingly, the Philippines is referred to as what is called a Low-Trust Society. The propensity to game systems designed to operate in high-trust environments results in the implementation of tighter control measures in backward societies which has the un-intended effect of further increasing opportunities for corruption (fixers proliferate as control measures make processes more convoluted and mored difficult to navigate by ordinary people).

    I cited in the article I linked to above what Jaime Licauco once observed:

    A nation whose policies and rules are based on the assumption that everybody is a cheat and liar unless proven otherwise cannot long endure. Take a close look at our bureaucracy and its rules. It is burdened by elaborate and often unnecessary checks and balances so that nothing ever gets done in the process.

    Indeed, corruption in the Philippines is merely a symptom of the inherent nature of Pinoys that inclines us to put one over the other (iniisahan nating ang kapwa). And the CNN voting system is just another system built to work within high-trust societies that fell victim to Da Pinoy Condition.

  5. As far as i can see, it is true that Filipinos did everything from text brigades, to mass emails, facebook and whatever they can get their hands on to vote for Efren. And i agree that Filipinos tend to have that sickness of voting for a Filipino in a singing contest, or whatever contest that requires voting. It may be called bayanihan, it may be called stupidity, it may be called free riding or whatever.

    But from this forum, what i learned is that Filipinos tend to pull their fellow Filipinos down. We always tend to look at the bad side of things. Though criticisms maybe helpful in resolving one’s own problems or another person’s problems, no one, i mean no one in this forum has given a thought to: what can we do after Efren’s win? What is the meaning of Efren winning? How did he win?

    He won because Filipinos got together to make him win. So why not apply that in our small little Filipino communities local and abroad. If Filipinos would do the same thing then maybe we can achieve something at least. Or for the simple example of traffic rules and regulations. If everyone followed, there would be no traffic accidents, no corrupt police or traffic officials on the streets, or more or less, no traffic jams.

    He won so that people around the world could be inspired and especially in the Philippines. The other contestants did not loose in vain. They won too! Their stories were shown on TV, on the internet and more likely, those who know Efren’s good deeds also get a chance to be informed of the other CNN Hero of the Year candidates. All of them have inspired people, not only Efren. ALL of the candidates.

    Idealist as it might sound. but cmon guys. Appreciating and being together in a cause would be more than helpful to our little failing country.

I am proud to say he was my student 1998-2000 in SSCR, he was taking up Computer Technology, before he was about to graduate I asked him to continue to BSComSci, WHY? he’s a very intelligent and humble student. But he told me “Mam gusto ko po maging teacher!”, I answered “there’s no money in teaching.” he replied with a smile. With his reply I know, he wants to learn and impart that learning. This is the person who did all of those things with real and pure intention. I am his instructor and Im that proud, he deserves all these commendations.     This person have a job, but it is stressfull though (kindda hard to earn money), he even have the chance to buy comfortable clothes, drink juice and not plain water.

    Just be contented, some filipinos na pinagtatanggol mo dont even have the luxury that you have.. Now BongV a friend of Rafterman are questioning me, WHY I DID NOT ACT MYSELF, AND LET MY STUDENT DO THE CHANGE?..

    You don’t get contented with a situation where people keep on voting for inept candidates who do not support education. By doing so, you condone the disparities and are contributing to exacerbating an already messed up condition.

    You asked us a question of what we are doing, shouldn’t you also be asking the same question yourself? Sure you had an Efren as a student, but the question is even before you met Efren, why weren’t you doing the same thing. Sure you are a teacher – as your chosen profession that is your job to teach. Have you gone beyond the call of your duty?

    We can go have a pissing contest – but will it address the issue that for every one Efren – there are 89.9 million who aren’t – and who are contented with the current mess, who condone it. Am way beyond getting enraged.

    Is an IP address personal data, or, in other words, can you figure out who someone is from an IP address?

    A black-and-white declaration that all IP addresses are always personal data incorrectly suggests that every IP address can be associated with a specific individual. In some contexts this is more true: if you’re an ISP and you assign an IP address to a computer that connects under a particular subscriber’s account, and you know the name and address of the person who holds that account, then that IP address is more like personal data, even though multiple people could still be using it.

    On the other hand, the IP addresses recorded by every website on the planet without additional information should not be considered personal data, because these websites usually cannot identify the human beings behind these number strings.

    Moreover, we have no personal information whether the email addresses are that of a certain individual – and you can be spoofing his email address.

    Bottom line – you post fair – DON’T BE DOING FRAUDULENT “Ballot stuffing”, “flying voter” type of stuff. And DON’T BE LYING!!!

    As to AAP – an IP trace shows he is in the PI – but hey, IP addresses can be spoofed too.

    Not a biggie BT – you can throw a tantrum, be abusive if you want that’s fine – I respect Freedom of Expression. However, I also believe in fairness, freedom is not absolute. AAP can spread the AP IP address for all I care. He has the freedom to do that. However, if he encourages people to launch a DoSA – we know how to handle that, too.

    I have no issues against Efren, he has done a great job, I run a volunteer organization myself – and so has Tony Meloto, and many more, It’s just a part of our lives and we don’t see anything heroic in it – it simply is the right thing to do.

    The crux of the matter as often has been repeated is he did a good thing, he stepped up, have we?

    Your IP gets changed a lot specially if your provider uses DHCP. You can say you have a dedicated IP block and your IP is in one of those blocks. There are many people using said IP bvlock, inasmuch as there are lots of people using the machine assigned the IP address. Chances are you are using an internal IP address on your PC which is translated via NAT protocols – your public IP will be different from your interal IP. Depending on the size of your network your internal IP address can be in the 10.*.*.*, or the 172.*.*.* or the 192.*..* subnet.

    So, NO, your public IP address does not necessarily translate to a unique individual.

  13. There are so many college students who are now pro-active which can sure change how the government leaders can positively contribute to CHANGE the majorities have been wishing for. The past is gone where choosing candidates for government service was unlawfully executed.     Everyone is entitled to their opinion. Sometimes, we just get frustrated when we feel like we can’t get through to someone. We all love the Philippines. Actually, it’s so obvious that occasionally, the one’s who are abroad are the ones who are more passionate about the country.

    It’s okay to vent your spleen once in a while. This is the best way to let out all the frustration that we have been keeping to ourselves all these years. We just have to point our anger to the right direction and that is to the people who keep voting for public officials who are not doing their job and the latter who take away all the people’s money. Just don’t point your anger to the GetRealists. We are all happy for Efren and his work, it’s just that, we have to find a more sustainable solution to the problem and not rely on donations to solve it.

    This coming presidential election is a good opportunity for everyone to scrutinize the candidates who want the job. If you say that you prefer Noynoy to be the president, it is my opinion that you still need to ask him for his platform just to make sure that he has any concrete to do list for the next six years. CEO’s don’t get hired for their looks you know. They get the top job because of their qualifications and because they have a plan and promise to bring in the big bucks. I don’t see why filling up the highest position in the land should be any easier. Rather, presidential candidates should go through a more rigorous selection criteria if you ask me.

    If you have a candidate’s platform, you have some kind of promissory note to use against him if he doesn’t perform well and this will be your basis in kicking him out, firing him or asking for his resignation.

    Mr Celestino, actually you make a big first step by acknowledging that “pride of being a Philippine born Pinoy sometime gets in the way”. :)

    Sometimes pride is an insidious hindrance to progress as it prevents us from taking a realistic regard for our strengths and limitations. Sometimes the “strengths” we see are actually weaknesses (such as how we point out here that Penaflorida’s “heroism” actually reflects the utter weakness of Pinoy society). And when we go through life or (say, on a national scale) undertake a development program underpinned by a misguided sense of self, the results are more often than not disappointing.

    As I keep saying:

    The Philippines is the result of lots of action underpinned by very little thinking.

    Add to the above very little reflection.

    We keep stumbling from one mistake to another, one crisis to another, one DISASTER after another and hardly learn anything that we effectively apply to our future prospects.

    What does that say about us?

    In essence you, Mr Celestino, epitomise the convoluted psyche of a person brought up in a culture that monumentally struggled with an identity that’s been pulled in many directions by the influence of colonial masters whose mere presence provided a stark contrast between what it means to be a socially- and commercially-successful society and, well, that of what the indigenous Filipino can muster together to call an “achievement”.

    Furthermore, as a person who supposedly fought on the side of the Free World, your inability to respect the aspect of a discussion that falls within a person’s private prerogatives (such as their sexual preferences and orientation) that are within the individual rights of each person to enjoy by virtue of their guaranteed freedoms (which you, gramps, fought for) brings to doubt the validity of your claim to the title “American Vet“.
