Action Plan
Underlying all the problems and weaknesses of the country and the economy is corruption and the weakening of our democratic institutions. We will restore trust in government by emphasizing good governance and anti-corruption to increase investment, regain people’s trust to pay proper taxes and ensure that the people’s money is well spent.
- We will uphold the people’s right to information on matters of public concern and vigorously support the enactment of the Freedom of Information Bill in Congress
- We will ensure transparency and citizen’s participation in crafting and implementing laws, rules and regulations and in monitoring the programs, projects and transactions of government
- We will put into place a “zero-based” budgeting system to enhance transparency and improve efficiency.
- Budget allocations for the different agencies of government will be shaped by their performance and their compliance with the reports of the Commission on Audit (COA)
- Qualification standards, especially on eligibility, will be strictly followed, and at least half of the positions of Undersecretaries and Assistant Secretaries will be filled by honest and competent career civil servants to ensure continuity and sustainability of effective policies and programs
- Performances of government agencies and civil servants will be evaluated rationally and systematically through an effective and measurable performance management system to be approved by the Civil Service Commission (CSC)
We will have broad based and inclusive economic growth through increased incomes by generating quality jobs and attracting more investments.
- We will have a government that is not corrupt and is business-friendly, thus lowering the cost of doing business and production in the country.
- We will reduce red tape, reducing the number of processes required to do business in the country.
- We will improve infrastructure in transportation and housing, which will generate jobs and also support investments.
- We will directly target industries with the greatest potential for growth and where the Philippines has a competitive advantage, industries that have already been identified by domestic and foreign business groups and include agribusiness, business process outsourcing, creative industries, infrastructure, manufacturing and logistics, socially responsible mining and tourism and retirement.
- In the immediate short term, we will take care of the most vulnerable and marginalized sectors of society through programs such as conditional cash transfers dedicated, among others, to keeping healthy young children in school.
- We will promote entrepreneurship that provides employment, helping small and medium firms with access to credit and diffusion of technologies and skills.
- We will focus investment expenditure in the very urgent need to invest in education (especially in early childhood education) and in health.
- We will promote technical/vocational schools to strengthen the labor supply and better match the needs of enterprises.

- We will plug revenue leakages by having competent and trustworthy tax collectors, broadening the tax base
- We will instruct DBM to lead an internal government review of all its costs and present a plan to reduce government overhead within six months.
- We will review policies and programs to enhance productivity and modernize the agricultural sector.

MANILA, Philippines - Balancing the budget will take a backseat in the Aquino administration.
Instead, the government will focus on increasing investments in infrastructure, agriculture and food supply, newly-appointed Finance Secretary Cesar Purisima said on Thursday.
“Balancing the budget is not an important goal as far as I’m concerned.Keeping it within a manageable level which is I believe is 2% of GDP is something we would like to do.”
He said that the government wants to create a space within the budget to support the goals of President (Benigno) Aquino in social investments, and building the necessary investments to bolster growth.
The Arroyo government had planned to wipe out the budget deficit by 2010 but moved this to 2013 because of weak revenues.
“As long as we can maintain the exchange rates within the present ranges and grow the economy at a least 5% and above, you will see a reduction of the debt to GDP over a period of time,” Purisima said.
He said the government will review the fiscal and economy targets set by the Arroyo administration in the next two weeks.
“What we need to do is have a good start, get the momentum and hopefully after a year you’ll see a substantial progress,” Purisima said.
In 2009, the country posted a budget deficit of nearly 4% of GDP, and the previous administration projected to end this year with a financing shortfall of P300 billion, equivalent to 3.6% of GDP.
Aside from boosting investments in infrastructure and the farm the sector, Aquino intends to hike spending in social investments such as conditional cash transfers.
These plans could increase this year’s budegetary gap to P350 billion, said Aquino previously.

His track record however shows he did not uphold national interests while in the DFA,” he added. Reyes is also concerned with the appointments of Finance Secretary Cesar Purisima, a proponent of the expanded value-added tax law in 2005 and was listed a big contributor to the Aquino campaign; Tourism Secretary Alberto Lim who is with the Makati Business Club; Energy Secretary Jose Rene Almendras, a former president of the Ayala-owned Manila Water; and Transportation and Communication secretary Jose “Ping” de Jesus, former president and chief operating officer of electricity distributor Meralco. “As with the Aquino election campaign, the Aquino cabinet has many ties to big business. Let us see how these ties will weigh in on the decisions of the next administration,” Reyes said.

How can the Philippines have the competetive advantage for foreign markets? We don’t large vital industries like: steel mills, automotive industries, advanced electronics industries, aeronautic industries,etc…These industries are powered by its Research and Development Teams. We are a century behind in technology, compared to industrialized countries. Do you mean to say you can have the “Great Leap Forward” in Technology in the next 6 years, because of that imbecile Noynoy Aquino?
The Philippines suddenly will have these vital industries, sprouting like mushrooms overnight?

As a percentage of GDP, the deficit was expected to be 3.9 percent, level with 2009
Here’s the bait:
Purisima has said that will be cut to 2 percent over three years.
Here’s the reality:
Raised the forecast for this year’s(2010) budget deficit to P325 billion.
The deficit in 2009 was at P290 billion.
Please check if my math is correct: A change from PhP 290B to PhP 325B is an 11% increase in the deficit! How can you reign in deficit with an 11% increase in the budget?
Here’s the smoke and mirrors part:

the GDP in 2009 was actually 3.5% of GDP – if Purisima says 2010′s 3.9% of GDP is level with 2009′s 3.5% – Noynoy needs to be reminded about doubtful statistics.
